Rangers have decided to make just one alternation to the side as they hope to keep a clean sheet against Inverness.
Wilson has completed 90 minutes in four of the last five league games and the 24-year-old has missed out to veteran Hill.
Warburton may be keen to rotate his squad as he faces three games in seven days during the busy festive schedule.
Waghorn has retained his place in the starting XI after his brace helped secure a 2-1 win against Hamilton in the last game.
The 26-year-old has been out-of-favour this season and has struggled to cement a starting position in the league, but his manager has shown great faith in him.
Rangers will be confident ahead of Saturday’s clash against bottom of the league Inverness.
Warburton’s side have won their last three games consecutively and have tightened their grip on second-place in the league table.
They have had victories over rivals Hearts and Aberdeen, with both clubs also chasing second.
