Smith, who is with Liverpool on their USA tour, will return to the UK to discuss the move.
This comes just over a week after Jordon Ibe, 20, joined Bournemouth from Liverpool in a £15million deal and Sergi Canos, 19, moved to Norwich for £2.5million.
Cherries boss Howe already has left-backs Charlie Daniels and Tyrone Mings but Smith can also play on the left wing.
Australia international Smith has made 11 appearances for Liverpool and delivered a series of impressive performances last season when he stood in for first-choice Alberto Moreno.
Smith’s seemingly imminent departure will prompt speculation that manager Jurgen Klopp has another left-back lined up to compete with Moreno for the No1 spot.
