The Go Ahead Eagles attacking midfielder has been regularly linked with a move to the Hoops since last summer, and their interest has seemingly been reignited in recent weeks.
After picking up 11 goal contributions in the Eredivisie this season, the Dutch side are now open to a sale.
Reports have emerged that Go Ahead Eagles will demand £4.4m for Breum despite his contract being up in 2027.
The Hoops previously saw an approach for the 22-year-old scrapped in the last winter window.

Instead, Celtic should wait until January, and pick up Breum on a pre-contract agreement, ready for the 2027-28 campaign.
This should be an obvious transfer decision for the Hoops, as they can use these funds to focus on other targets and positions.
There is a risk that Celtic could potentially miss out on Breum going down this route. However, if the Hoops communicate their intent to the attacking midfielder, it could ensure that everything goes to plan.
