
Liam Rosenior to enact new Chelsea transfer plan as board ready to slash summer budget
Liam Rosenior is set to be left with a tighter transfer budget to work with at Chelsea than in previous summers, sources have told Football Insider.
The Blues appear increasingly likely to miss out on Champions League football for next season, and they have accepted that they could miss out on some of their top transfer targets as a result.
There is also a vulnerability of some of their current stars heading for the exit, and they are unlikely to have as much money to splash on replacements as they have previously.
Chelsea’s transfer plans have been heavily focused on signing young, up-and-coming talents in recent years, but sources say that they are set to deviate from that plan slightly and target a few more experienced players ahead of next term.

Chelsea released their accounts for the 2024-25 campaign back at the start of April, and it highlighted just how much money has been spent at Stamford Bridge in the years since BlueCo’s takeover.
The West Londoners racked up a record-breaking pre-tax loss of £262.4million for the year ending 30 June 2025, a year which included valuable revenue and prize money from their FIFA Club World Cup triumph.

The Blues were able to navigate their way past the Premier League’s PSR restrictions due to a heavy portion of that loss being spent on infrastructure, youth development and their women’s team.
However, the imminent budget cuts for the upcoming summer window are undoubtedly a response to this and their lack of success on the pitch this term.
Former Manchester City financial advisor Stefan Borson told Football Insider at the end of March that Chelsea would lose out on £60m in revenue if they failed to qualify for the Champions League.
The £75m drop-off with no Club World Cup would add to that, and could see their coffers hit to the tune of £135m compared to last year.
As a result, Rosenior and the recruitment team look set to be tasked with trying to maximise the budget that is available as much as possible this summer, with a switch away from the big-money deals that have become commonplace in recent campaigns.

Rosenior has been facing growing pressure from the supporters and the media in recent weeks, but his position at the helm remains secure heading into the summer.
Football Insider revealed on Monday that Chelsea will give Rosenior the full pre-season and the start of 2026-27 before they truly scrutinise his position in charge of the team.
The club hierarchy are still keen to give the 41-year-old the chance to prove himself in the Premier League this term, having already accepted that he took on the job in difficult circumstances in the middle of the season.
Rosenior has already received a level of sympathy from those above him, given that the club felt as though they were forced into sacking Enzo Maresca against their wishes.
The boss still appears to have the full support of Todd Boehly and those at the top of the club, but it could be a challenging summer for him to navigate.
