The 17-year-old starlet is on the radar of all of Europe's leading clubs, including Liverpool, Real Madrid and Barcelona.
The Reds are long-term admirers of the attacking midfield prodigy, but are likely to find it difficult to fend off the interest from the pair of La Liga giants.
Sources say that Mora's "preference" is to move and join either Real Madrid or Barcelona, rather than move straight into the Premier League.
Liverpool have been keeping tabs on the Tijuana ace for several seasons, but face an ongoing battle with the rest of Europe's elite to secure his signature.
Mora was a breakout star at this summer's World Cup and became the youngest-ever goalscorer for the Mexican national team last week.

Mora is something of a rare case when it comes to elite young talents, as he will still be playing in an obscure league by his 18th birthday.
The prodigy turns 18 on 14 October and is already dazzling with his performances in Liga MX on a weekly basis.
Mora already has five goals and one assist from seven games so far this term, and is quickly establishing himself as one of the league's premium stars.
However, the fact that he is not playing in a major league is not set to reduce his valuation at all.
Football Insider recently revealed that Tijauna are set to demand at least £40million for their star, with his exit most likely to come next summer.
The club are keen to sell Mora while his stock is at its highest, and they are set to profit significantly from the wealth of interest from European clubs.
Marc Guehi to Liverpool 'back on'
Former Manchester United chief scout Mick Brown told Football Insider on Wednesday that Liverpool's move to Marc Guehi could be "back on" in the coming months.
The Anfield outfit are keeping a close eye on the situation developing at Manchester City, and Brown believes there is "every chance" that they move back in for the centre-back if City are relegated.
Liverpool battled against the Manchester giants for the 26-year-old's signature during the last January window, but were ultimately beaten in the race.
However, Brown made it clear that City could be left with no choice but to sanction a fire sale, which would likely see Liverpool ready to pounce.
