Football Insider first revealed on 15 March that discussions had taken place about the possibility of offering Werner in part exchange for Haaland.
However, he struggled in his first season in England and found the net just 12 times in 52 appearances across all competitions.
Haaland had no such issue in front of goal last season and has established himself as one of the most prolific strikers in Europe.
The Norway international scored a remarkable 41 goals in 41 appearances last season, and also registered 12 assists.
The 2020 Golden Boy winner is widely regarded as one of the best young players in Europe.
Dortmund could be tempted into selling Haaland in this window, but only if they receive a bid considerably higher than his release clause which becomes active next summer.
