The Gunners tried to sign the 26-year-old last summer, but in the end, a move didn’t materialise.
The Mail (5 June) have reported that, on the assumption that Zubimendi is definitely making the switch to the Emirates, Arsenal could make up to four more notable signings before the window slams shut.
For the Gunners, the top priority is a centre-forward, followed by a left-sided attacking player, and potentially a young defender.
If all those deals are completed, then Arteta may work to bring in a back-up goalkeeper, who can deputise for David Raya if needed.

Arsenal’s number one priority this summer is a striker, and it seems as if it is a straight shootout between Viktor Gyokeres and Benjamin Sesko for the centre forward role at the Emirates.
Gyokeres is in advanced talks with the Gunners, but it looks as if the North London side will opt for Sesko, who is five years younger than the Swedish forward.
On the left wing, Arsenal have had discussions with Leroy Sane and Nico Williams, but it is likely that both deals will be too expensive to pursue.
A cheaper option for Arteta could be Igor Paixao, who scored 16 goals and picked up 10 assists for Dutch side Feyenoord last season.
In terms of a backup goalkeeper, Arsenal have set their sights on Kepa Arrizabalaga, with the Chelsea outcast reportedly available for a £5million.
