
Kieran Maguire: Man City facing Premier League financial restrictions after source’s reveal
Man City and other top-flight clubs will likely face new Premier League financial restrictions starting in the 2024/25 season.
That is the view of finance expert Kieran Maguire, who spoke exclusively to Football Insider about the Premier League’s new Financial Fair Play rules.
Football Insider sources revealed in March that the Premier League will decide the specifics of a new FFP system after agreeing a new financial distribution deal with the EFL.
The Premier League are expected to mirror Uefa’s financial sustainability rules which will limit clubs’ spending based on a percentage of their revenue.
Uefa’s system is being phased in and is expected to be in full flow by 2025, when clubs will have spending on wages, transfer and agent fees capped at 70 per cent of turnover.
It is understood that the Premier League are finalising the details of their new Financial Fair Play system before introducing it to the top flight.
Maguire expects financial regulations to be introduced at the start of the 2024/25 season – provided it is voted in by at least 14 clubs.
“I think if there is a change and the Premier League decides to adopt the Uefa-style financial sustainability rules and introduce a soft wage cap, this would have to be voted on and would have to get the approval of at least 14 clubs in the Premier League,” Maguire told Football Insider.
“It would then be introduced on a graded approach similar to what we have seen from Uefa.
“I predict the first season would be 2024/25 and then the percentage of wages would change in proportion to revenue.

“Ultimately, there will also have to be a lot of small print as to what is included in wages.
“If we take a look at Uefa’s rules, it’s player wages, plus agent fees, plus net transfer spend.“
