
Dr Dan reveals he is ‘heavily involved’ in proposal as ‘big Liverpool sticking point’ explained
A “big sticking point” for Liverpool with the recently-released fan-led review is the background of the proposed independent regulator.
So says finance expert and new Football Insider columnist Doctor Dan Plumley, speaking exclusively about Tracey Crouch MP’s investigation.
A key take-home from the 162-page document published on 25 November was the recommendation of an arbitrator for the English game.
The IREF is expected to legislate on matters of club governance, including parachute payments, transfer taxes and fan representation within clubs.
Plumley has been “heavily involved” with reseach surrounding the review.
The Sheffield Hallam University expert explains that Liverpool’s chief concern will be who is charged with executing the powers of IREF.
“I’ve been heavily involved in this,” he told Football Insider correspondent Adam Williams.
“A lot of the research that we do links to this. I have also been advising Fair Game around some of the financial models and sustainability indexes.
“If you look at the high-end clubs, one bone of contention is whether the regulator is someone internal from the industry with a working knowledge of it or someone who is completely independent of football.
“That is a big sticking point. But if you look at someone like Liverpool, they aren’t really the clubs that are being taken aim at.
“A lot of this is to address imbalances further down the pyramid.
“Even if the EFL go after 25 per cent of the broadcast pot, the 75 per cent that’s left behind won’t hit the big clubs anyway.
“We know that the majority of them have Champions Legue prize money and are, not exempt from it, but it wouldn’t be a big hit.
“A team like Liverpool have never really had FFP issues and this is aimed more at clubs with a different ownership model.”
