Whelan insisted Cantwell and Bailey would offer excellent squad depth at Villa Park.
He suggested the Villans could push for a European spot with their captures.
“I just don’t think they’re wasting any time at getting very good, young players in,” Whelan told Football Insider’s Russell Edge.
“I mean look at the age if you get Cantwell, they’ve got Buendia. They’re still 23, 24. How old’s Bailey, 23? You’re looking at longevity at the football club.
“Talent, young talent, that could be there for a number of years. They’re going in very, very hard, very, very early on these transfers for some very good, up and coming young stars.
“That’s not just in England but across Europe as well. This is a very good move.
“When you think about the young players they already have at the football club, there are some very exciting signings on the horizon here for Villa fans.
“Also very good, strong strength in depth that they’ll be having in the squad. You’d expect that they’re really targeting the top six this season.”
