Kinsky came under fire last season after a shocking performance against Atletico Madrid saw him hooked off in the 17th minute during their Champions League clash.
He recovered to start regularly ahead of Vicario towards the end of the campaign, but has flattered to deceive in recent months.
Dubravka was signed as an experienced back-up in the summer after leaving Burnley at the end of his contract in June following a season as their number one in the top flight.
He made his debut for the club in the Carabao Cup against Liverpool last week, but sources have exclusively revealed to Football Insider that De Zerbi has no plans to drop Kinsky for Dubravka for league games going forward.
That may well prove to be the wrong decision, with their stats from last term revealing that Dubravka had a better save percentage (64 to 59 per cent), while he prevented more expected goals (0.02 to -0.08) and made more successful passes per 90.
Kinsky has continued in a similar vein of form this season, with a 60 per cent save percentage also being lower than Dubravka's from last term and his goals prevented per 90 stat also worse (-0.35) this season too.
Dubravka looks to be the better option for Spurs as it stands, especially with De Zerbi's job on the line after the international break.

De Zerbi may not want to change his goalkeeper so early on in the season, as it could highlight a sign of weakness for him to backtrack on a previous key decision.
The Italian is not quite at panic stations yet, with three weeks off to get his squad firing on all cylinders before they face Man United on 10 October.
Sources have exclusively revealed to Football Insider that Tottenham currently have no plans to sack De Zerbi after backing him with their most expensive summer window on record.
