Sbarra was on the books at Solihull for four years following his arrival from Burton Albion in 2020, making 132 league appearances and scoring 32 goals.
Two of the midfielder’s three goals this season came in the play-offs as he looked to fire his side to promotion to League Two.
Blackburn, meanwhile, finished 19th in the Championship after a relegation scare, with just two points separating them from the bottom four.
Financial issues at the club have surfaced after their latest accounts showed pre-tax losses of £20.9million and a wage-to-turnover ratio of 123 per cent.

Football Insider reported that Sammie Szmodics is attracting interest from Celtic and Brentford among other Premier League clubs, and his sale could ease financial concerns.
With other clubs in the EFL set to rival their transfer push for Sbarra, Blackburn are plotting a contract offer for the free agent.
