The Northern Echo claim that the Bhoys are keen on signing the 22-year-old and are said to be willing to pay somewhere around the £3.8million Boro originally signed him for.
It is understood that Brendan Rodgers followed the winger closely during his time at Ajax and could see him potentially fitting into his plans at the Scottish champions.
The report details that Celtic are set to face competition from a number of Dutch clubs, who are keen to bring Fischer back to his homeland after a disappoint first season in England.

The Denmark international failed to force his way into the Boro starting line-up and has not scored for his side.
He moved to England with a glimmering reputation after starring for his former club Ajax, but has been unable to replicate that form and could leave after just 12 months.
Football Insider verdict:
Celtic need to bolster their attacking options ahead of next season and Rodgers’ interest in Fischer suggests he could be a good fit in Scotland. The Bhoys are losing loanee Patrick Roberts as he returns to Manchester City and need another goal threat in the wide area. They should also be looking for players with some European experience as they strive to be competitive in the Champions League. Fischer really struggled to make an impact in the Premier League under difficult circumstance, but fans should be keen to give him another chance in Scotland. The wide man proved at Ajax his ability in front of goal and at 22 he is only going to improve with more game time.
In other Celtic transfer news, they are set to win the race to sign an 11-goal winger.
