Everton are ‘almost certain to fail’ Uefa tests as Stefan Borson analyses official documents

Everton are “almost certain” to fail Uefa’s financial tests if they qualify for European football this season. 

That is according to former Manchester City financial adviser Stefan Borson, who exclusively told Football Insider a breach would result in David Moyes’s side paying a fine.

Everton are in the hunt for a European place after their strong recent form has taken them level on points with seventh-place Brentford and three points behind Liverpool, who sit fifth in the Premier League table.

Clubs competing in Europe must comply with Uefa’s football earnings regulations and its squad cost ratio, where they are required to keep spending on player wages and fees to 70 per cent of revenue.

A breach would have an impact on Everton’s financial situation, with Chelsea fined £27million and Aston Villa hit with a £9.5m penalty after failing to comply with the rules in 2024.

Why Everton could enter settlement period with Uefa

Everton submitted their latest accounts for 2024-25 earlier this week, showing their revenue increased from £187m in 2023-24 to £197m last season.

Meanwhile, the documents also revealed the intragroup sale of the Toffees’ women’s team was worth £49.2m.

Everton’s financial results for the past two seasons

Speaking exclusively to Football Insider, Borson discussed what the latest accounts mean for Everton.

“The women’s team sale was £49.2m of profit, so that strongly suggests that without that they would have failed PSR for last season,” said Borson.

“I suspect they didn’t need all of the £50m, but they probably needed some of it. Why not do it? There’s no real loss.

“But if they were to qualify for Europe this season, when we get to June 2027 and the football earnings test is put in place for Uefa for the season where they’re in let’s say the Conference League, Europa League or maybe even the Champions League, they will almost certainly fail the European system.

“Like Newcastle, Aston Villa and Chelsea already failed, like Nottingham Forest, who probably have failed, Everton would also go into a settlement period with Uefa as well because it looks like they needed to sell the women’s team.” 

What punishment would Everton face for Uefa breach?

Borson revealed how the women’s team sale will reflect in Everton’s numbers if they were to qualify for Europe this season.

“The women’s team sale will not count in respect of any of the tests for Uefa,” said Borson.

“That implies that they would have been very close to let’s say a loss of £110m for last season. They’re only allowed under the Uefa system to do about €60m (£52.4m), plus you get some additional add-ons that you’re allowed. 

“But the bottom line is, they’re likely to fail, they’ll pay a fine and it’ll all be fine. It’s not that big of a deal. There are probably 15 teams that are in settlement regimes at the moment, and there’ll probably be another 15 next season. 

“It’s not a big deal, but it is probably going to happen if they qualify for Europe.”
