Sources: Flood of Man City rising stars could leave due to Premier League rule change

A proposed revamp of the Premier League’s loan system could see the likes of Man City send an unlimited number of youngsters out on loan to EFL clubs, Football Insider has learned.

The sweeping changes have been tabled in talks between the Premier League, EFL and FA as an incentive for the top flight to agree to an improved financial distribution package for the lower leagues.

Documents seen by Football Insider show that powerful voices within the Premier League want to remove limits on the number of players allowed out on loan domestically.

There is also an appetite for EFL clubs to commit to housing a certain number of loan players from the top flight at any one time, although it is not clear how this would be enforced.

The proposals would see clubs permitted to loan out up to four players to a single club, while players could also be sent on one-month loans and recalled in the event of managerial changes.

It is understood that the rules would only apply to under-21 players so as to satisfy Fifa’s new curbs on what it perceives to be big clubs’ exploitation of the international loan system.

The intention is to foster what is described in the document as a “rich and flexible loan environment” between the Premier League and the rest of the English pyramid.

EFL clubs are currently allowed to register no more than five on-loan players in a matchday squad.

The Premier League meanwhile has a two-player limit on loans from domestic clubs.

Man City are one of the most active users of the loan market in English football, with dozens of players spending time away from the club on a temporary basis at any one time.
