Premier League should have agreed Man City deal as new 115 charges development emerges

Manchester City are yet to hear the long-awaited verdict in their 115 charges case with the Premier League. 

Man City were dealt the charges by the Premier League for allegedly breaching the financial fair play (FFP) rules over a nine-year period between 2009 and 2018.

Pep Guardiola’s side are alleged to have concealed payments through third parties by disguising them as sponsorship revenue.

An independent commission hearing started in September 2024 and ended in December that same year, with the panel still considering its verdict.

The delay has led to frustrations among various stakeholders about Man City’s situation after little information has been revealed about the case.

When were Man City handed 115 charges by the Premier League?

While the parties continue to wait for the panel to deliver its decision, today (6 February) marks an important milestone. 

That is because the Premier League handed out the charges to Man City on 6 February 2023, three years ago to the day.

Although it is accepted by various stakeholders that the case is extremely complex and there is plenty for the panel to consider, very few would have expected the situation to still be rumbling on without a decision this far down the line.

Finance expert Stefan Borson previously told Football Insider the Premier League and Man City are “in the dark” over when the decision will be delivered after failing to put deadlines in place. 

“It looks to me as if they really have very little control of the process from the panel,” said Borson.

“They didn’t put in place the sorts of deadlines that maybe they should have done. That’s left them very much in the dark as to when the decision is coming, and in that scenario, you have just got to carry on the business because what can you do?

“You can’t just sit around pausing everything. You have to make decisions, make progress and go about your business, so that’s what they’re doing.”

Although the case was always likely to take up a significant amount of time, agreeing deadlines would have provided clarity for the Premier League, Man City and their fellow top-flight sides.

How Man City have shown confidence in 115 charges case

Man City have shown signs of confidence the decision will go in their favour following their recent business.

FIFA’s Global Transfer Report has revealed Guardiola’s side spent the most money on international transfers across European clubs in 2025.

Meanwhile, Antoine Semenyo joined Man City for £64million from Bournemouth in January, with Marc Guehi also completing his £20m move from Crystal Palace.

Those deals suggest the 10-time English champions have given those players, who both had options to join other clubs, comfort the 115 charges situation isn’t going to lead to any major problems. 

Man City currently sit second in the Premier League table, six points behind leaders Arsenal, as they go in pursuit of their third league title since the charges were handed out.
