Tottenham to blow Man United away as new spending plan revealed
Tottenham’s owners have been questioned over their lack of spending in recent years.
A group of Tottenham fans protested against their owners before the defeat against West Ham on 17 January as they displayed banners with the message “time for change”.
ENIC owns an 86.91 per cent stake in Spurs, with former executive chairman Daniel Levy and members of his family holding a 29.88 per cent share in the British investment company, and Joe Lewis’s family trust owning the remaining 70.12 per cent.
There has been plenty of talk around Tottenham’s wage bill being too low in recent campaigns.
Deloitte’s 2026 Money League has revealed Spurs’ wage bill increased from £222million in 2023-24 to £249m last season, but Liverpool’s total reached £421m as they lifted the Premier League title.

Why Tottenham will spend more money on wages than Man United
Former Man City financial adviser Stefan Borson exclusively told Football Insider he expects Tottenham’s wage bill to surpass Man United’s over the coming years as their owners look to spend more money.
Meanwhile, Sir Jim Ratcliffe is aiming to dramatically reduce Man United’s wage bill, with their total dropping from £365m to £313m last season.
Speaking exclusively to Football Insider, Borson said: “I mean, at the moment, Tottenham are very firmly in the Villa and Newcastle batch. Manchester United are looking to bring their wage bill right down to effectively go into that batch and try and be a team that outperforms from that level.
“I don’t think it’s going to be achievable, but that’s what they look like they’re trying to do. But I think Tottenham and United are going to pass each other. If I had to guess what will happen over the next two years, on a like for like, i.e. in the same competitions, Tottenham will have a bigger wage bill than United.

“I think that’s what they’re going to do, and that’s how they’re going to give it a go. But it takes time, and at the moment, they’re in a bit of a difficult position.”
How Tottenham’s owners are taking ‘more ambitious approach’
Borson insisted Tottenham’s owners are going to take a “more ambitious approach” as they look to strengthen their squad.
“Obviously, they’ve got Gallagher,” said Borson.
“I think they would buy a couple more players if they could. They’re constantly getting injuries, which is going to increase the pressure on them to do something.

“I’m not sure the players are around in the January window, however, but I think you’ll see a generally more ambitious approach where ambition actually just means spending more money.
“Now, whether it’ll work or not, who knows, but I think that’s what you’ll see because at the moment, they’re operating on that sort of £250m level of wage bill, and as we know, City and Liverpool are on £400m. It’s very hard to compete.”
Tottenham have endured a disappointing season in the Premier League under Thomas Frank, with his side currently sitting 14th in the table.
