The 24-year-old has progressed through the Spurs academy and previously spent a loan spell at the Liberty Stadium in the 2014/15 season.
The central midfielder will now return to the Welsh club and will hope to impress newly-appointed manager Paul Clement.
He made just three appearances for Spurs this season and has not featured in the firs-team since the EFL Cup against Liverpool in October.
Football Insider verdict:
Spurs have made the right decision in allowing Carroll leave the club as his career was at a crossroads. The Englishman has shown glimpses of his quality when he was developing as a youngster, but at 24 was never going to force his way into Mauricio Pochettino’s side. Spurs are blessed with several talented central midfielders including the likes of Victor Wanyama, Mousa Dembele, Eric Dier and emerging youngster Harry Winks. Carroll will suit a move to Swansea and should be able to fight for a starting position on a regular basis. He enjoyed a good loan spell with the club and he still has the potential to become a solid player in the Premier League.
In other Tottenham transfer news, the club have offered a contract to a young winger.
