The transfer continues the preference shown by manager Brendan Rodgers to bolster his ranks with young, upcoming talent, having already snapped up several hot prospects since his arrival at the club a year ago.
He signed France Under-21 international Moussa Dembele from Fulham last summer, while 19-year-old midfielder Kouassi Eboue also arrived at Parkhead in January.
But former Hoops midfielder and manager Hay reckons their latest new recruit, Benyu, could prove a particularly inspired purchase for the club.
He told the Evening Times: “If he proves to be half as good as the last player Celtic sourced from that level [Dembele], then he will have been an absolute bargain.
“As Dembele has shown, the move can raise your profile, and it certainly hasn’t hampered his international prospects as he continues to turn out for France Under-21’s.
“So, let’s hope that Celtic have unearthed another gem. It’s a low-risk signing strategy, and if they have got it right, then the rewards could be tremendous.”
Benyu failed to break into the first-team squad during his time at Portman Road prior to his move to Scotland, but impressed during a loan spell with National League side Aldershot Town last season.
He scored five goals and three assists from 23 appearances for Aldershot, but now has an opportunity to test himself at Scottish Premiership and Champions League level with Celtic.
The box-to-box midfielder has already joined up with his new Celtic team-mates at the club’s pre-season training camp in Austria ahead of the 2017-18 campaign.
In other Celtic news, the club are reportedly plotting a club record swoop for this Premier League attacker.
