The former Manchester United youth player had entered the final year of his contract at Rotherham.
He joined the Millers back in January 2019 and played 97 times for the club, with 21 goals under his belt.
Crooks made 40 Championship appearances last term but was unable to stop the South Yorkshire outfit from being relegated.
However, his performances convinced Warnock to make a move to take him to Middlesbrough.
The Leeds-born midfielder is set to become Boro’s fifth new addition of the summer.
Sammy Ameobi, Joe Lumley and Lee Peltier have signed on free transfers while Uche Ikpeazu joined from Wycombe.
After being released by Manchester United, Crooks joined Huddersfield Town’s academy.
He only made one appearance for the Yorkshire outfit and was shipped out on loan four times during his spell with the Terriers.
He signed for Accrington Stanley, Rangers and Northampton Town before joining Rotherham.
